Large Vintage Scottish Piper Paper Weight

This is a large paper weight of 3 1/2" in diameter and 2" in height...condition is excellent. I wonder if it is advertising 100 PIPERS SCOTCH WHISKY although there is no actual branding on it but the 'Piper' looks the same?
